Strengthening Early Childhood Care and Education: Arkansas Local Leads Initiative
Case Study Highlights
The big picture: By partnering with local leads, Arkansas is prioritizing local ownership of early childhood outcomes and reshaping how providers connect and collaborate to solve shared challenges.
Zoom in: The LEARNS Act established a local leads initiative to engage community stakeholders, identify gaps, and coordinate efforts by private and public providers to enhance program sustainability and expand families’ access to quality programs.
Context: Arkansas’s early childhood care and education providers face unique—and persistent—barriers, including financial instability, regulatory concerns, workforce shortages, and more.
Why it matters: With its complex ecosystem of public, private, and home providers, the early childhood care and education sector tends to be siloed. Collective issues are difficult to address, often leaving families with inaccessible or inadequate options.
By the numbers: Currently, 25 organizations, including the Batesville Area Chamber of Commerce, serve as local leads across 65 counties.
The impact: In communities like Batesville, providers are forming communities of practice to address joint concerns and challenges. Their early successes are a promising sign of what could be a more integrated, cooperative early childhood ecosystem.
